They increased the build height because they realized they had screwed up the original sim bounding box, and transitioning to Havok 4 allowed them to fix it.
Build limits have nothing to do with whether flight is "restricted" or not. It is a herring incarnadine.

High level stuff (no pun intended), not low level stuff. You obviously don't understand how allocation works on mainland servers. I'll recap... 1. "Land" is basically comprised of two things: permanent prim placement allocation and the physcial layout of your plot within the 65536sqm of "land" in the simulator. The number of prims in a simulator is artifically set by LL to keep things running smoothly, and is distributed based on how much land you own. LL made sure to set the level of prims to include those prim rights allocated to land owners, as well as vehicles, temp-on-rez, and autonomous objects that might be roaming around. The right to rez permanent objects in the sim depends on what plot of land you are on, and what the owner allows you to place there as well as object-entry rights for non-vehicles. 2. Temporary prims (referred to temp-on-rez prims) are also allocated for use by things that need temporary prims, such as guns and some uniquely resident "hologram" rezzers for shops, as well as other "temporary" uses. These are also controlled by the owner, i.e. allowing them to be rezzed or not. 3. Vehicles: this is a shared resource of prims, and is defined as a prim or object that is "sat upon" by an avatar. Whenever a vehicle is in the sim, it is allowed entry over parcels of land, regardless of whether the land owner wishes it (as long as it is above the ban line limits). This is by design. This temporary existence of prims in the sim is to allow avatars free flight and enjoyment of the SL mainland. Once an avatar stands up, the vehicle is no longer a vehicle, and is subject to the whims of the land owner. Vehicles can bypass the object-entry rules because they are allowed free flight throughout the mainland, but not below the banlines which is considered where people's homes are located or where they are probably holding an event and don't want griefers close by. 4. Script timeslices: basically scripts are shared amongst everyone in the sim, with additional layers added over the years by LL to prevent "hogging" of the simulator server by certain scripting techniques that are "expensive" to the CPU and bandwidth. Too much to really describe here, but scripts are shared by all objects in the sim, whether it be a permanent object, a bullet (temp-on-rez), or a vehicle. Land owners can prevent running of scripts if they so wish, BUT vehicles are exempt from this (except for a few functions) while they are traveling as a vehicle over your land. 5. Attachments: these are prims and scripts running on an avatar, and avatars can have many many prims on their person that the land owner can't control. The land owner can control whether scripts run or not, however. That's the mainland...now for private islands... 1. Total, unilateral, unfettered control over your server. That's right, you are paying a premium for total control. You control who can get there (teleport), you get total privacy, and you own everything. There is no sharing with anybody. It's your private island baby.

Vehicles: can bypass object entry, can bypass script limitations, and aren't affected by banlines at vehicle altitudes by design. This was intentional because the skies are free for everyone to use when passing over land.
Zealous Security Systems: griefer tools when used improperly to unsit innocent people from their vehicles and teleport avatars home when the land owner doesn't agree with free flight on the mainland.

I guess there is no way to convince you short of having a Linden chime in, which they won't here in "Resident Answers" anyways, and you have already said that you wouldn't believe an individual Linden anyways. Ahh, well. No matter. Whatever is said here isn't going to change things. People will aggressively teleport people until LL starts cracking down.

If you're at home and want privacy that badly ask anyone nearby to leave, if they don't ban 'em. If you're not at home why worry ?
Why pay extra expense for 'security' which -let's face it- is pretty useless anyway, when sl has all the tools you need without disrupting genuine sl users and explorers?
It's difficult enough getting around sl at the best of times thanks to the combined forces of lag and dodgy regional boundaries without nonsensical security systems about.

So what does that tell you about Linden Lab's de facto opinion and position about people who claim that such use of security devices is griefing or against the rules? People can argue until they are blue in the face as many times as they want on the forums but on the grid the facts speak for themselves.

What's the difference between a resident doing that and a security orb doing it? Except the resident doesn't have to deal with the distraction of dealing with the intruder. As long as the settings are reasonable, security orbs aren't griefing tools.
