The blame is 100% the parents - not SL, not society, not the government.
That said, the child may still possibly suffer harm depending upon what they get in to due to their lack of proper parenting. And society has taken on the job of trying to make up for this lack of parenting. Add to that mix a government that always wants too much control of our lives and a large set of lawyers that just want to get rich and we get the totally uncontrollable set of laws that we have - that end up provoking or forcing companies like SL to try and pretend they are dealing with it by doing this sort of age verification crap.
It won't work. The children that are not properly parented will still get to the sites they shouldn't be at. And society and government will continue the ridiculous circle of trying to prevent it. Until parents decide to truly be parents, no other efforts will ever work.
