Second Life mirrors First Life in many respects and that is why Workfare won't work here any better than it has in First Life. People simply do not like to do slave labor for less than the minimum wage and I can't blame them.

Another thing to keep in mind is that the First Life business community supports government welfare because most of the money given out ends up in their pockets. I am guessing that the Second Life business community feels the same way but I doubt if any one them would admit it.

That is the main misunderstanding. There is no welfare system in Second Life like there is in Real Life. The $L that are distributed are newly printed $L. There is only so much US$ being paid by you the user to people selling the $L. If everyone owns twice as much $L, they don't suddenly have twice as many US$ in their pockets from their business. They have the same number of US$ in their pockets. Every time a person receives a traffic bonus, a stipend, or any other form of $L income from Linden Labs, the $L they have received will be worth less. Every time someone destroys $L by taking pictures, $L auctions, rating someone, etc, everyone's $L become worth more. Welfare could be multiplied by 100 times and no one would get richer. It is not about getting money in business hands, it is about acting as an incentive for people to join Second Life and stay in Second Life. Businesses may benefit from this, but they are not richer just by getting more $L.
