She has some sort of social networking group which helps organize platonic companions for attending events/activities. This doesn't really fit the bill, but she may have a suggestion.

You might try going to family-friendly sims. At the very least you'll meet people who are part of virtual families. Places like Funky Town or Willowdale. You could even try Tombstone, if you have a taste for wild-west frontier town roleplay. (It's a fun place.)

Hey, I did that just last night, sank beneath some floorboards, in a freebie place, all unintentionally. Can be quite interesting, what all is down there. And, I'd already bought my dress to attend your wedding, but seem to remember something about Caledon throwing up some ban lines for the event, and not wanting to be hanging in the air outside, or caught in the banlines, I decided perhaps I shouldn't go. Still have the dress though........

That I have managed to recover is nothing short of a miracle, and I may well have flung myself from the castle walls had my sim-mate not shown up just in time. And poor Scylla, to learn of her origins in such s startling fashion, the whole ordeal was completely unacceptable!
It's a wonder the whole sordid affair didn't give poor Desmond a stroke. After all that, even he wasn't able to successfully marry me off to a Caledonian cuckold. On the bright side, I may yet get a title out of the whole mess, to sooth my battered spirit. How did I miss out on all THIS juicy stuff??? Roberta...find someone in SL you look up to and admire. After you become friends with them, tell them (only if it's true!) that you consider them to be your SL "father" or "mother". Ask them if they would do you the honor of standing in that relation to you. Done.

One thing I discovered about finding obscure things in SL is that a good response to the frustration is to bite the bullet and start developing it for yourself. (^_^)
Change "I want to FIND" into "I want to MAKE". The adventure alone could lead to hours, days, even weeks of enjoyment. And, while in the process of developing what you'd like to explore, you may find in your gathering of resources people who ~have~ done it but weren't so easy to search for given the initial criteria. (^_^)
Right now, the term "Adoption" is saturated by kid avatars and pets. It may be beneficial to consider different keywords. Are you looking for a sibling-like situation? Cousins? Or a formal ice-breaker that could lead to close friendships? All choices are a social experiment that someone could drive on their own, given the right motivation. (^_^)
If anything... Simply list out the formalities you desire in your profile. Use Picks tabs like pages of options and clarifications. The family dynamic you desire may just organically form around you with the way you portray and characterize yourself. (^_^)y
