So to answer your query, (and i love showing a 2003 resident up) Yes, in combat sims you certainly may shoot people. You'll notice the little heart icon in the title bar.
Go to the weapons testing sandbox, no heart icon, damage is not enabled, no permission at all to interfere with anyone.

Technically, I can agree with this. Besides, they can get away with it, because it is in a weapons testing zone, damaged enabled or not. Kinda an oxymoron if it's not damaged enabled, but I can understand that it'd suck to be building the weapon and having to return to it every five seconds because someone else is testing their weapons.. on you. In fact if this is griefing, it's the most easily avoided form of griefing ever. Kinda defeats the purpose of calling it griefing in fact. I mean, one can simply not click it and thus are not griefed. For me, that's choice enough and I wish other griefers had the consideration to at least allow me to chose whether I want to be griefed or not! Those screaming Spongebob followers would definitely be the last thing I'd click..
