I know it's been mentioned before but I really like Sirena's Hair. (the clothes are nice too)
She has just updated all of her textures as well. Most of them come with an accessory of somesort - usually colour-change. The hair is flexi as well.
She does a few nice mens hair too. She also has a couple of $1 hair if you want to see what they are like. I have the L$1 Jenny hair pack in the red tips. Its really nice and comes with flexi ribbon acessories.
i haven't really tried anywhere else but I will be doing now that I have a list lol.

Because of reading other replies in this thread, I went to RaC this morning to look at their hair. It's weirdin that I love Mallory Cowen's skins, and have 4 of her skin packs, but never really looked at the hair. Well, I have to say it's very well done. Some of the styles are extremely expensive, at least in my view, but may be worth it. The textures and flow is very realistic. I thought Analog Dog had the most realistic textures (at least among the stores I frequent the most often), but I'm thinking RaC might have them slightly beat. I bought a bunch of styles at ETD, too, because of this thread....lol. Threads like this just make me spend way too much money. But I do like my prim hair, that's for sure. It will probably be my financial downfall in SL. (/me sighs...then shrugs.) Oh, well.

It pays .. or costs!! .. to revisit places as change is frequent.
