What happens if you have no L$ and you won't buy any L$? If you are on a 50L$ income, it could take quite a while to pay off fines.
Which situation are you thinking about about? Zoning/guideline violations or griefing of a minor, yet currently abuse reportable, offense? I would recommend small initial fines progressively increasing for repeat offenders and incorrected conditions. In the case of behavior which is currently in violation of the TOS, it seems odd to have the only recourse available to deal with someone using improper behavior for a pg sim in the same manner as someone who uses a weapon which crashes a sim. A series of minor violations can currently lead to suspensions and eventualy a permanent ban. This is a much longer time than the while it would take to pay off fines on a 50L$ income.
