I wondered about the possibility of innocent dupes (workers) being slaughtered in the crossfire until I thought about tombs and pyramids here on Earth full of the workers and artisans that constructed these mammoth and magnificent structures for their masters/overlords/gods/ whathaveyou. With that in mind, I sincerely suspect that no contractor would ever be allowed to leave the Imperial employ alive. The possibility of secrets divulged, etc. would be too risky and most certainly not in the Emperor's or Vader's style of slash and burn.
I would expect those workers to be forced conscripts, with a death sentence as a reward for a job well done. The death they received at the hands of the Rebels at least forwarded the cause, helping to insure no one else might have to undergo their torture. Tragic but with a point this way at least. _____________________
