Tiny plots used for ugly invasive signs - what is the answer?

I'm a fairly new user, but I love Second Life already. I bought a lovely beachfront piece of land and was busily building my first house, with a large patio door overlooking the rippling sea. All the land and most of the sea plot was mine, except (I noticed with chagrin) two tiny pieces not belonging to me.
This, as I now know, was a known issue in SL, but nobody seems to come up with an answer.
I very politely spoke to the land owners, asking if they needed the squares any more - since they were under the sea and totally enclosed both by my land and Protected Land. One owner gave me nothing but abuse, then ignored me, the other said he had no intention of selling. So be it.
HOWEVER. One day I wake up to find the land has indeed been sold, to a Hong Kong "businessman" who had planted an ugly black and yellow advert in the sea about a yard from my patio doors, completely ruining the view and rendering my land near unsaleable.
I made him very fair offers - to buy the plot of land from him, to exchange it for another more suitable plot of the same size, but he completely refused and told me that I should buy land elsewhere if I didn't agree with my neighbour's "point of view" - which I must say is not the issue at all. The issue surely is that my enjoyment of my house, view and Second Life has now been spoiled.
It wasn't without a grin at the hypocrisy involved that i visited this guy's SL "home base" only to find that he himself had been covering up "Stop the Iraq War" signs with the quote "Keep RL Politics out of SL and stop littering the landscape with your stupid signs". Seems dog really CAN eat dog.
But that doesn't help me. I have complained to SL management, but truthfully I have little hope. Will nobody help????????

Sorry to hear about your plight, Bonny. Unfortunately there's not a lot you can do.
As much as I'm a defender of landowner's rights to do as they will on their own land it's truly disheartening that there are so many jackasses around who abuse the privilege and are seemingly jerks just for the sake of being jerks.
Someone should compile a list of these people so that every land owner on the grid can add them to their ban lists. How much fun will SL be for them when they can no longer go anywhere?

I'd personally start to say.. stop selling 16m plots.
Make 256sqm the smallest saleable land unit, and all land areas sold must be multiples of this (so you can't wind up with an odd unit left in tier).
I can count on the fingers of one foot the number of things that could be legitimately built on a 16m plot, and even if we really need them, they could be rented by the nearby landowners.

Somwhere along the line player x put 16m up for sale - and the rest was history. Ironically now people are 'banding together as community' where if they were actually 'community' they would have offered that 16 to a neighbour - or a neighbour could have enquired to buy. I'm starting to find it all very amusing.

The idea would be to prevent people from blighting the landscape deliberately in order to charge others money to remove it. This would, hopefully, reduce the total blighting.

How about having all land for sale not render the parcel's contents if you're not on that land?
That way if your land is for sale, you can still have objects and the land is usable for sale purposes, but it's not going to be an eye sore.
