Not at all. I am not letting Uncle Sam TAX me for scattering the ashes of my relatives in my garden or at sea.
I could care less about the laws and regulations concerning such things, i wouldn't be scattering the ashes of Auschwitz or something. The government trying to make any regulation for the scattering of ashes at sea is a joke considering what i have seen forklifts push over the side of U.S.aircraft carriers into the ocean they misuse as a trashcan.

Please forgive my presumptions this morning Bri.
A few years ago a friend and myself were down on a beach in the Bahamas and we spotted this lovely jewellery box in the sand. So my friend rushed over and grabbed it first. It was actually quite large and was really elegant. Anyway, she managed to get it open ... and you can guess the rest.
Fortunately, the bloke's ashes were in a plastic bag and were easily dispersed. It was a windy day ... (teeth dont get ashy)
