As far as I know anyone is allowed to join into the inworld Forum Cartel if that is what your referring to. There really isn't a clique. Make a comment whenever you want. Actually the only way to feel like your part of the group and not a lurker is to join in.

I agree with you, that it was very rude to just drop a notecard on someone with that message and I might certainly have responded with a return notecard message (assuming it was just dropped on me and not solicited in any way). You can find that place in the in-world search, but if you really want to get a prim baby then shop around. Lots of people make them, they run whole gamut from creepy to sort of cute, and they range from pretty much free to ridiculously expensive.
