There were plenty of people executed in civilized areas for similar theft in that time period though. London for example.

Yes, well, in Singapore oral sex is illegal, so I'll walk to work without holding hands, thank you very much. You never know where that hand's been.

No they deported SOME to Australia

Public hanging was still a common punishment for theft over a certain value. It was cheaper than sending the person to the penal colony if it was determined they were either too incorrigible or simply not all that valuable (youth or age being a factor)

In the old west execution was much cheaper than incarceration.

I accepted anarchy was silly when I was 17 years old. But I live in hope. Well, I live in a drunken stupour, slowing spiralling into insanity, but I cling desperately to my youthful ideals.

They also hung people they suspected of stealing because they wanted to get caught and deported. This happened a lot after deported convicts started being given land after their sentence was up.
