This is a common problem with overly small'n'tall avatars: Smaller than 5' avatars sink into the ground while taller than 5' ones may float into the air.

This is because SL uses the Poser model, but in Poser you cannot adjust the height of the model, so it always assumes you are five feet tall and the waist is at a set level.

The only suggestion can make in this case would be to alter your shape, make youself taller until the anim no longer plays weird. That, or just not use the anim...

BVH changes bone lengths automatically. So if you set 0.0m as the height of its hip, every avatar (except tinies trick) can stand on ground correctly. But the length between its hip's height and ground's level is another.
Every creator let its hip move down to its ground level on his Poser to create laying flat animation. If the length from ground to hip in Poser was 0.8m, he would let its move down 0.8m. But the value, 0.8m, affects every avatars in SL absolutely.
Every different tall avatar has his own ground level. It cannot help on the current SL system.

I wish there were...

float llGetAvatarHipsHeight(key id)

Every creator can make his animation by hip's height 0.0m and adjust it by the script automatically for every avatar.
