Name and Shame would be a Good idea except for one Common misconception, If these types of people were capable of feeling Shame in the first place they probably would not be thieves.
They do what they do because they have no conscience.
Now, the OP is probably a decent sort of person, and one that None of us would like to see banned from the forums for Violating the TOS here, so stop Giving her bad advice, and continue to suggest she Remove the offenders names before it comes back to bite her in the *ss.
