I've Owned mainland for years but i'm about to sell up my 14K sqm and move to a qtr sim on an estate. It will ultimately cost me more in tier each month and I will need to operate under a few restriction but it's going to be worth it. Obviously offering a L$300 stipend may attract some people who feel like me to Second land rather than to an estate owner not offering tier. So not a scam, just a means to get an edge over the competitiion IMO.

I am sure there are quite a few people who approach SL a little warily, not really sure how much money it intends to suck out of them, and a little relieved to have a "budgeted" system that guarantees they can pay X per month, get a little land and a little spending money, and not have to do a lot of research on where to buy, how to buy, how much to pay, and what these mysterious tier fees are all about. This is a tidy little all-in-one package that promises they get their land, they don't have to first spend weeks educating themselves on how everything works, and don't have a lot of hidden costs that continue to suck money out of them.
There's a large variety of ways to "come into" Second Life, and that variety means there will be something to meet different people's different comfort levels. Since Linden Labs doesn't present them with these options, someone else is. That's less a scam in my book, than just basic business.
For some, the official "Premium Accounts" are not really that good of a deal, either. And the complexities of actually buying land from other players, can certainly be a little intimidating.
The loss of the First Land programs made something like this a little ineventable.

A new private island costs an owner USD$295 a month, they are allowed to charge tier to other residents for using their island, Linden Labs actively encourage this by allowing them to sell land on their private islands if they include a covenant.

Given the data it was sound reasoning. And I agree with Usagi. The offer of a "stipend" and their name makes them sound like they are an official part of LL. Bad buisness practice as it resembles MO that a scammer would use. A more sound advertising strategy would be to offer a lower priced rent, and a seperate option (but readily seen with the ads) that they will sell L$ at around market value to Basic Accounts whom rent from them. Due to the trading limitations of Lindex for Basic Accounts, this might be an attraction to such. This practice would be sound due to the fact that the more L$ you purchase at a time, the better the exchange rate. So the more renters involved and purchasing L$, the better for all. The landlord can say purchases will be made weekly so as to gather a grouping of USD all at the same time and make one big purchase. How the "savings" are handled would need to be discussed in the rental agreements. ~Jessy

It's perhaps not a scam, but it's certainly a bad deal. $15.00 = approx 4050L
512 meters of estate land costs approx 900L per month (my going rate) the 300L stipend costs 1200L per month. So thats 1950L (aprox. $7.20) going straight into the Sim owner's pocket every month. You would be better off renting land directly and buying your own lindens.
