Banning and ignoring anybody who makes a complaint is not the same as not receiving any complaints. And how exactly would a designer make a complaint if they get banned from your land for being a competitor.
Just because somebody is not listed as the creator of a skin does not mean that they aren't. Skins are just textures, which are extremely easy to grab using various means. If you receive complaints from anybody, you should at least listen to them if your business is as open as you say it is.
One final point, the people most likely to know which skins have been ripped are those working with skins every day, ie. your competitors. If they raise a potential issue, it's actually helping you avoid copyright infringement. By being friendly, you are more likely to get an IM saying "Hey, I think this skin might be ripped" rather than full blown accusations of complicity.
