The other thing is how they are going to verify the info outside of the US? Are they going to be approaching all the countries from which there are residents in world? Good luck asking the British Government to verify passport info, and I suspect any other governments.

This is true. It's also true that in both the US and UK, SSN's are not a formal means of identificaion either. It's also true that a passport number without the person and passport present isn't a formal means of identification. So basically we're going from one means of unoffical verification to another. However with a credit card, I have a trail of what's being done. With my passport number, I have no idea if someone else is using that. It's less secure for me to use another means of identification or to encourage the use of.

Civilized as in "I want to feel safe yet I don't want to loose my privacy" And the unique-card is not really the point there, the real problem behind it is cross-sharing information between state institutions that I feel is constitutionally wrong. I mean they are government documents sure, you need them for employment, you need them for banking but any instance you've had to provide that sort of level of information to a foreign institution to participate online... name me one. And so what to give out a number, the real problem is HAVING one for starters, beyond that it's just being hypocrite about reality. And as we say where I live, the cheapest-labor-in-Europe-country: "There's a lot for who doesn't want it".

And then what the hell will they actually do with my number anyway? Countries will not provide any kind of information whatsoever about a citizen without judicial warrant from some international police like Interpol and validated by the country authorities.

From: Atashi Yue The main grid has always been for those 18 and above, period. And? Everquest II has always been Teen... and other MMORGS have set age limits as well. Still those have enough at CC verification with some very clear things placed in their TOSS. Morwen.

So say an unverified lives mature sim where their next door neighbor has flagged their parcel adult because they sell adult content, either out of a little box or vending machine. What's to stop the unverified from zooming in and buying something?
If there is a stopper it sounds like a good little business. "I go where you can't. I buy adult products for unverified accounts! L$500 fee".

This is the stumbling block for me with LL's proposal. Never mind that a passport number or driving licence number alone are no formal means of identification, they are both in person forms of identification. They should be working with Mastercard and Visa on this issue, not Integrity.
