Depends on the outfit. Adjust to match and to fit whatever else you're wearing.
My jeans are usually:
100 / 100 / 20 / 20 / 20 / 0
Usually I wear no shoes or chucks. I tend to lower the bottom rise of the pants because it looks more proportional with my avatar shape without deforming textures too much.
If I have boots, I hike 'em up, make 'em skin tight and maybe wear a pair of colored socks. I keep a copy in the boot folder so they follow along with the prims if I make it into an outfit.

Nye Mu taught me the trick to making wide cuffed pants not look so bad: On the rare occasion that I wear a furry av with big prim paws (that poke through the pant legs), I'll make 'em into bell bottoms and wear a pair of socks with the feet alpha'd out and tint it to match color of the pants. This gets rid of the weird looking colored inside cuff. (My sit animation is one where I lay down on my back, so you can see the inner cuff more clearly.)
I try not to buy shirts on the "shirt" layer -- if I do they don't get worn. Jacket layer alphas usually shouldn't be long enough to cause the "crack" to be seen -- you should either go to the skirt layer with the tails or use a prim.
