Didn't see this enhancement in the release notes, and tested a few times to try and see if it was there, didn't seem to be implemented.

It made it into the product, but not the release notes. Much better than the other way around, eh?
In release notes speak:
IM to an Avatar in Busy mode now returns notification that message was suppressed from intended recipient and delivered to their IM Window for later viewing. Previously, the sender received no indication that the recipient was in Busy Mode.
I'll have to check if it also works in AFK mode.
