Also these ideas can be tried out as they bring new servers on line. Nothing like a clean slate to try out new ideas( hint hint lindens  )

While I do see advantages to a server whipe, I also agree with wednesday and misnomer.
I don't think predefined city roads are a must, however some some Linden owned highways, or major beulevards could have some advantages.
Really though I think the different zones can be "regulated" in a soft manner by adjusting different properties of the land.
- Evicting (revert to public) after a set time or avatar age. - Adjust the size of the plots buyable - Adjust the initial cost of the land - Adjust the tax of the land - Adjust the tax of objects on the land - Adjust the decay rate of items on public land - Public land set to no build. - Adjust the max view distance on the land (lower for cities) - There are probably other variables I'm not thinking of.
Industrial areas could be made that had low tax on the objects on the land, but higher tax on the land itself and maybe divided into larger plots. I definatly like the idea of newbie sims where they can only own land there for a set amount of time. With the exception of that one though, these are soft rules in that you can still build whatever you want, where ever you want, it is just more advantagious to build certain types of things in certain places.
But a server whipe isn't needed for this, although a lot of people might be mad if they aren't on the type of sim they wanted to be on, that is if current servers get adjusted (which I think they should).
