Since this problem is so rare (2 out of 48 sims, see next paragraph), I believe the best course of action is to have Linden Lab deal with it, rather than adding constraints to the economy to deal with... what is, in essence... a special case. If soldiers are hoarding food, the solution is to tell the CO, not to staple their stomachs. There are sims where one user may legitimately own thousands of primitives, such as themes, and sims in the north continent where wealthy users have built beautiful public works in addition to their homes. In any case I think Linden Lab has more pressing matters, where adding code to the system is concerned. Let them deal with hoarders on an individual basis.
By the way, I've located a second instance of hoarding. This time it's in Jessie, and if any Lindens are interested I'll tell them just where to look. Shouldn't be too hard to find it independently though. Hell, I like the place where it's going on, but that doesn't make it right.
As for "getting it in my head" that the thread was "about" art/creativity, that just doesn't wash. You can't make an argument, reinforce it, and then say "oh but it wasn't my main point so you can't call me out on it." The best way to avoid responsibility for saying things is not to say them in the first place. If I was feeling a little more scrappy, I'd go into fine detail on this, to the tune of a nice fat 10-20KB post. There's certainly enough material in this thread to feed it. However, you seem to have toned it down a bit so I'll let it go.

since i am the person in question here. i have banked what i plan to use i am asureing myself the primes are there when i want/need them. the lindens told me "if you want to build either move or deal with it" when the sim was full before sl whent live. so i have dealt with it. if your unhappy becuse i am makeing sure the primes are there for me when i want them then i would sugest finding another place to build as you have done. not every one wants to live in the same looking homes as the neighbors. if you consider it wrong then thats your look on it. but to me i am just makeing sure i have the resources avalible to me when i want them. on another note any of my neighbors can IM me if they need some primes and i will free them up for them. i have done it before and i will still do it.

I dont think anyone has named you the prim manager of da boom, and I also think your argument is circular. You are the one causing high object usage... in order to protect yourself from high usage? LOL  Leo, for petes sake, with the prims you have in your basement, I could have built 5 discos. Its 15% of the servers resources in the same silly model of chair. That's my definition of abusive behaviour.

yea it might not be the greatest way to assure myself the opertunity to build when i want to but i have dealt with it like the Lindens told me to.

So let me get this straight. You are hording up the rest of the total resources available to all the residents of your sim for your own use, to be used when & how you see fit, simply because you can. Leonardoe is not the only one to be doing this in DaBoom, so he should not be the target, here. I had a secret "Bondage Basement" pointed out to me which is chock full of humourous (and in SL rather useless) items. i am not holding all of the prims...i am holding the ones i plan to use on my home there is still 5% of the sim free.in a matter of speaking yes a Linden told me there was no harm in holding prims i approached a linden about it after they said "if you want to build move or deal with it" i was told "people might not like it but there is nothing saying you can't do it to make sure your able to build when you want to." i didn't start grabbing prims untill i talked to a linden about it. then i did the math and fuigured i needed roughly 1100 to 1150 primes to finish my place the way i wanted so i grabed 1173 prims. i wont banked more prims then i will use. atleast now i have what i need/want.

In my opinion this whole entire Thread is pointless. Well other than to slander Leo. Instead of just speaking to Leo himself about his findings Eggy decided to get anyone who reads the forums involved. I dont that thats a very nice thing to do.. personally I think this could have been handled in a more discreet manner.. All of SL doesnt need to know. If anyone needed to be spoken to its the people who actually live in DaBoom.. otherwise, who does this effect?!
