OK.. lmao.. My isp pinged my modem AGAIN.. and they can get in on the first route the 10.204.32.1 node.. but I can't get out.... and on the 8th hop.. they were not even aware of the problem and the the tech I spoke with did a tracert on their own pc and found they got the same response "request timed out" but do not have the resources to fix it so will have to forward the issue onto an engineer.. and because the engineers leave at 5pm PST I may not even get a response from an engineer until Monday  SOOOO... Please stay tuned for the conculsion to the gripping saga of Mistral's Packet Loss lmao

You know, I was just about to post again, because I noticed that 10.204.32.1 address looks to be the NATed address of one of your devices, and it is showing 95% packet loss. Is that the address of your PC?
I don't think hop 8 is the problem, because even though it shows 100% loss the packets are still going to the next hop. So, I tend to think that may just be a device that doesn't answer pings. Not all devices are configured to respond to ICMP ping packets, so 100% loss on pings many times means nothing, but that 95% loss is the one that concerns me, because that device clearly responds to the ping, but is having issues. If that is your PC, I would do some serious interrogation for viruses and adware. If that shows nothing, I would also swap the line out, even if it is CAT-6. The wire may have been damaged or may be defective. You could also have a defective modem or network card, but I would try to rule the other items out first.
You are not running any other PCs or game machines at the same time, right? If you are, please take them offline and check for packet drops again with winmeter. I think you should also remove the router from the equation if it currently is still in the loop. Do a direct connect from PC to modem. It really looks like the problem is on your end, either on the 10.204.32.1 device or between it and the next device in the chain.

no.. that is not my local machines' IP nor is it a NATed address of another device, NAT filtering is disabled and HAS to stay that way in order for other programs on my pc and other devices on the router to work. It is a node that my pc connects through. With or without the router in place the traceroute and ping test results are the same. My isp said this was something THEY had to fix and I'm leaving it at that until Monday. And as I stated in a few posts I don't have anything else running on my router when it is connected. Lee Linden stated on the phone that hop 8 is a problem and my isp agrees, but was unaware of it until now. My isp's engineers will evidently follow-up on it and let me know at least by Monday.

Ya it's definately that 10.204.32.1 device that is the problem. Could it be adblocking software? It sometimes takes over all traffic or peerguardian/protowall? If I was in your shoes I would be calling my ISP and saying, "What is 10.204.32.1 and why is it dropping 95% of my packets?" If they say it's your PC, I would be nervous that someone has hacked my machine and steeling my bandwidth and would reformat/virus scan the hell outta my PC.

I know everyone is trying to help, and I do apreciate all the ideas that have been brought up, but now it just seems I am repeating myself over and over again because ppl aren't reading the thread all the way through.
10.204.32.1 is a node through which my pc transfers data to and from the Net, not a device, not an adware, not a spyware, not my router, nor my pc. My Isp has already been called(as stated in just my past three posts) and is fully aware of the problem and by Monday I will have either the problem fixed or on the way to being fixed. I personally do not and cannot have any control over the packet loss, it is completely in the responsibility of my ISP.
Please, I realize that all are trying to be helpful but the issue has come to a dead stop until my ISP fixes the problem. I can do nothing to fix it because I have no control of the nodes my ISP connects through and even though it is the first hop in the trace line from my pc, it is in actuality outside of my home and is therefor falls under the responsibility of Cox Communications.
I will most certainly keep everyone updated as I get more information.
