If you give it to one spot, you'd fairly have to give it to all - and most of the time, it isn't the same person on both sides of the road.

I've made driveways neatly joining the roads many times, it gets to be a challenge becuase they aren't necessarily level or nice angles to work with, having said that I have also sen people abuse the system by buiding their foundations outward, blocking a road by about half a lane, I just AR these if I see them.

I suspect avoiding any such precedent is why they'll never officially bless any such goings-on, but generally let the encroaching builds stand if nobody objects to them. (And sometimes even if they do.)
