You *could* AR him, but you know: anyone can AR any random passerby for no reason whatsoever, so AR processing must be an exercise in extracting signal from an awful lot of noise. So in this case, personally, I just wouldn't spend the time and aggravation of filling out the AR. Not that you should accept that "this is just the way it is" and become more jaded than the offender, as a kind of defense. It happens, yeah, but most residents don't experience this, and with any luck, you won't again, either.
