At the club where I work all our events are themed. It's funny to watch that when an event ends you'll see half the crowd change for the next one on the dance floor while the other half will quietly walk over to the edge of the club, change there then come back. Some TP away then come back. I'm one of those that usually excuses themselves to the edge of the room.
The funny thing is occasionally when people get crazy and naked I'll have my av strip without hesitation.
A psychological study would be very interesting.

Get a Shelter Braclet from my store, only L$100. Wear it, say the chat command, and a 10 meter hollow sphere rezzes around you, giving you a private room any place you want one. You can even fly up high into the air, say the chat command and the sphere appears. This will work anyplace where you are allowed to build and run scripts.

Look guys . . .
I went through this same routine a few months ago and I'm sure others have asked this before me. The reason is not just to hide yourself or for privacy -- it's so you don't embarrass some other person who may stumble upon you. And if you're focusing on changing and picking out an outfit, you don't want to be disturbed. Also, you may want to tweak your shape which takes a considerable amount of time. In real life you change in private. This just feels normal. Our world, our imagination. In my world and the original poster's world, you change in private.
To the original poster I advise - be careful following the path I led from this seemingly innocuous question of where to change:
1. I tried jumping in the ocean and was eventually caught -- by someone who was very grown up about it, fortunately.
2. I tried rezzing a privacy box and found the camera gets stuck within the walls. I needed something a little bigger.
3. Someone gave me a nice platform gadget that rezzes, goes up to about 300m and then forms a big opaque dome. This was cool, but I still needed a sandbox to make it work. Not always convenient. I felt it was best to have a home base.
4. I looked for cheap rental and found a cheesy little plot for about L$500 / week. I set up a little freebie house with windows that opaqued. Well, it looked forlorn, so I decided to furnish it. I shopped for furniture and saw how simple the shapes appeared and thought I knew enough about building to stick a couple of cubes and cylinders together to make my own. I found this easier and more fun than I expected.
5. So decided to rent more land and build my own house 'cause I was into decorating now. I learned more about building, played around with scuplties and put a sort of faux Stonehenge on my land just for show and then proceeded to build a skybox overhead.
6. I have expended many hours of effort and quite a few Lindens trying to finish the skybox monstrosity. I have even had to grit my teeth and learn a little about scripting so the doors, teleports, and window blinds will work. Many months later it is still not finished, though I was becoming quite proud of it and thought I might even make more structures and sell them someday, or at least become some kind of SL interior designer.
7. Then to my horror I came home one day after setting my object detail slider way back down toward minimum to help with lag. All the beautiful seams and texturing looked trashed in my skybox. I had partial hollow cylinders at 90 degrees to each other that had once lined up with walls and floors, but now they were hanging in space with gaps between them. Spiral stairways that fit perfectly were now sticking out of the walls partially on the outside. It still looks good to me on higher detail settings, but how many visitors are on the same settings? My dreams of being a designer were pretty much shot.
8. So I stopped logging in as much, just every once in a while to desultorily work on decorating the unneeded bathroom in the home I almost never use.
And I seldom change clothes at all any more.

Elora, you've already gotten some great suggestions and generous offers, but I thought I'd chip in my two cents...
Most, if not all, of the NCI Plazas have changing rooms. The TPs to them are usually located near the freebie section. They're not totally private, but they are split by gender and I doubt anyone is going to freak out if they come in and you're in between outfits.
I *think* at least one of the Shelters has changing rooms upstairs, but it's been a while since I've been there and I can't guarantee it.
I've used the builder's platform/changing tent combo in sandboxes before. It can mess with your camera a little, but it gets the job done.
If I name it, it won't be private any more, but back in the day I found this really cool park with the haunted ruins of a castle. It gave me an enclosed area, and I could monitor the mini-map for approaching green dots, just in case - but I was never disturbed there.
Finally, I rented a skybox. WOW. It is so great to have a place to change, a home base, a little place to call my own. It's nice to own or rent long-term if you can afford it, but there are many ways to get the job done.

I sold all my land and was homeless for about 32 hours,lol. I couldn't stand having to go to sandboxes/infohubs. So I rented a nice house for $250 a week through Coldwell banker. Seems all their houses are only $250 a week. Prim allowance of 140 too.  Best renting deal I have seen so far.

Use a cube prim that is 95% hollow, 10x10x10 wide and is sliced open at 1/8 of its side. Wear or place that.
or always have an outhouse with you, there are many freebie outhouses.

I haven't had a chance to look at that one yet, but I did find a beautiful one somewhere, which is incredibly private and gorgeous - really geared for a women and nobody else seems to know about it as far as I can tell. May even be the same one, who knows? I don't have the time to log on right now to find the landmark.

If your that concerned about passing folk seeing your cartoon bod all naked and stuff, just go out and buy yourself a sim. Then whenever you need to change your clothes, you just close the estate to all traffic. A nice aside to this is that you could even STAY NAKED for extended periods of time, ride a bicycle nude, or even bake a cake! AND NOBODY WOULD EVER KNOW! That would be darned naughty of you, dontcha think???
