Books are VAT free yes, unless in digital format. Then they are considered a service and not a book. However your analogy with the HAL 9000 works better than my book talk!

Thanks. I'll remember not to go global.  I'm just a small home company, and I WISHED I did that much business, but no, I sell maybe once a month to Europe for around 50 Euros. Guess I'm safe.

I know I've said it before. In this thread I think. But...
Thank You. To all the people who did kick up a fuss. Emailed a complaint, raised a support ticket, filled in an on-line consumer complaint form, petitioned the government, rung someone up to try and do something. Thank You. Without your efforts I doubt LL would have given the month's grace period.
To all those people who expressed the general "Quit whining and just pay the money" opinion, or criticised others for actually making some kind of effort ... Just ... ??? ... Without your input I never would have believed such an attitude could be so prevalent. But next time. Just don't bother posting to the thread. I think it comes from Thumper's mum : "If you can't say something nice, don't say anything at all".

My honest to goodness guess, and this is ONLY a guess: LL was finally served to start charging VAT immediately or be subject to fines and legal fees. So they start charging immediately and start charging you when the coders were able to implement it by address.
