You said that your friend could still buy L$ but just couldn't pay his subscription right?
And LL try to bill the US$ first don't they?
Solution then! Your friend buys L$ and cashes them out to his US$ balance!! Sorted. Problem solved.

Why did my billing agreement with PayPal fail?
Here's how to set up a PayPal agreement:
Log in to your PayPal account. Click the My Account tab. Click the Profile subtab. Under the Financial Information section, click Pay List. If you have any existing billing agreements with Linden Research, delete them. Go back to the Profile subtab again. Under the Account Information section, update your information where needed (your PayPal agreement may silently fail if your Second Life account lacks a billing address and email). Next, create the PayPal agreement with us:
Go to your Second Life account page and on the right choose Update Payment Method. Click the Continue to PayPal button. Log into your Paypal account. Click Agree and Continue. Click Return to Merchant. You are returned to your Second Life account page. Return to your PayPal account, log in, and click on Profile. Under the Financial Information section, click Pay List. Click the Linden Research link. Verify your Billing Limit by clicking on Edit Billing Limit in the Bill Term section. Verify your Funding Source in the Funding Source section, which offers Primary and Secondary options. Save your settings.

More Thougts

This may not be consistent with other experiences, but... give it a little thought as there are probably a number of variations. Your bank has details of your home address etc. so has your credit card company, however the bank is less likely to provide these details to a 3rd party. You credit card company however will give your address or allow it to be verified e.g. as goods may be delivered there and they want to avoid fraud when people order goods to a different address. Take the two above........ add that LL want to verify people, this started a few months ago. If LL have your credit card info via Paypal then they can verify you behind the scenes. Thus would add up if the problem occurs only with NONE premium accounts (as in my case) (also read the caveat in the LL instructions I posted above, this mentions at a silent refusal in Paypal if LL don't have both Email address and home address which they won't have if you don't have a premium account. Billing for a premium is by credit card? and therefore this confirms your address May be worth a check by adding credit card details again for anyone who wants to try. My problems certainly started as soon as I removed my credit card as the secondary payment method. Or just call me a cynic we are being manipulated behind the scenes, and the comments from LL that they don't understand and can't fix. well I will leave you to your own conclusion as if LL were not being paid it would be fixed, its just others who are messed about.

Actually, I would guess that LL want CC on file as the back-up source because if it is coming from you bank, LL would get an e-check which takes a few days to clear. CC's on the other hand get charged right away. I would guess that it is another way to try and prevent fraud from LL's standpoint.

For Brod I had horrific problems buying lindens and paying my tier a while back. I spoke to billing support, who put me onto paypal, who put me back to billing support. There was no problem with either account, so I was told. But yet still no lindens. Up until August, Paypal used to cover instant payments (LL requires instant payment) for those paypal customers who only had a bank account as a funding source. With no warning this changed. Paypal wanted all customers to add either a credit or debit card to their account as a backup funding source. Funny how many calls I had to make to find out that juicy piece of info! So if you only had a bank account, verified or otherwise, all instant payment requests went to E-cheque, which LL sees as a decline, lack of funds or however else you wanna put it! So the only answer for me anyways was to add my credit card, which kinda defeated the purpose of having a paypal account!! Since then I have had no problems. But it would have been nice to be told about this change of policy, as it is so frustrating to be told "there is no problem with your account" when there is blatantly something wrong!!!!!! Oh and Paypal customer service sucks, no-one knows what is going on there, the answers vary from the ppl answering the phones and some bordered on being downright rude. Good luck to all having these problems, they indeed suck!
