I live in Oregon, about as far away as you can live from "New York" and still be in the continental US...

"Central Park".. only refers to the one in New York. Just like "The City by the Bay" or "The Bay Area" only refers to San Francisco (or the latter, to areas thereabouts).

What the OP seems to be asking about is a "roundabout".. http://en.wikipedia.org/wiki/Roundabout

Those come in all shapes and sizes.

Check out the Park in "Lost Angles" for one way of doing it in SL.

its not supposed 2 look like THE NYC central park, just a random central park

If it is just supposed to look like a random central park why did you ask for advice?

If it is random you can make it how ever you damn well please

No need to ask folks what is right or wrong, when it is a random park made from your imagination.

4x 1024x1024 textures is much better than loads of 512x512's

But it shouldn't be loads of 512x512s. For example, the pavement could be one single 256x256, repeated multiple times to fill out the entire paved area.

If you purchased 64 estate sims and lined them up 4 by 16 you could do the entire Central Park plus some of the bordering street area. You'd also have the most impressive park in all of Second Life. :p

He could probably do it with Open Space sims, or whatever those are called. All he really needs is lots of trees and ducks and stuff. Save some money.

Of course, knowing Chaos and his 64-prim barstool... :p

I put in a bid for the horse-drawn carriage rides - those are not only in THE Central Park but also many other US Cities.
