Is this worth an AR?

Pretty sure it will work. I just picked up the vanilla XPOSE prim at Miffy Fluffy's spot, and rezzed it at home--which is at 3333m. It rezzes the poseballs just fine and seems fully functional.

The picture shouldn't be ARable, but the parcel encroachment certainly is.

I'm in agreement with the suggestion to talk with them first, then AR if they do appear to be doing it for malicious reasons. That's how I handle it. I talked with my neighbor, who runs an escort club across the street. She didn't have "limit spatialized sounds to this parcel" turned on, and there was always lots of shouting because the club was bigger than the 20m say range, and people liked to greet others coming in the front door. She was very happy to turn on the parcel sound restriction, and apologized for the shouts. Now I never hear any sounds, and only an occasional shout, which is more than acceptable.

While you can AR for something on behalf of someone else, my experience with that (ARing blatant adfarms in sims where I have no land that are against the new policy, for example) has been spotty at best. Some Lindens will do it anyway. Others will show up, look around, then go away without doing anything.

AR them, under category Other and cite community standards section 6:

Disturbing the Peace
Every Resident has a right to live their Second Life. Disrupting scheduled events, repeated transmission of undesired advertising content, the use of repetitive sounds, following or self-spawning items, or other objects that intentionally slow server performance or inhibit another Resident's ability to enjoy Second Life are examples of Disturbing the Peace.

since it doesn't overlap your property but onto your neighbors, i would inform them, and tell them the reason why it's being done without going into detail, and have them do the AR. chances are it's so high up, they haven't noticed it yet.

on another note, i though mega prims were outlawed?

There's, uh, probably a lot of things you didn't know about lindens. Another, another interesting, uh, lindenism, uh, there are only three jobs available to a linden. The first is making shoes at night while, you know, while the old cobbler sleeps. You can bake cookies in a tree. But the third job, some call it, uh, "the show" or "the big dance," it's the profession that every linden aspires to.

Well, they did stop letting us make new ones again, at least for a while. And if they cause problems, they can be removed (overlapping sim boundaries is one that *might* *sometimes* cause problems), but the same applies to anything that's using too much sim resources, so just not being a megaprim is no assurance of survival. Mostly, megaprims are vastly better behaved now, with H4, than they used to be with the old physics engine.

They made a post/blog entry about it. I didn't find the follow-up yet though.

As to reporting object encroachment on others' land, it would make no logical sense to me to allow such ARs, since a third party does not know whether the other land owners care about the encroachment, or even care.

However, it is not a requirement that you be a victim of the alleged abuse to report it. According to the Knowledge Base, "You can also file reports on things that you see happening, not just things that are done to you personally." (
https://support.secondlife.com/ics/support/KBAnswer.asp?questionID=3989)

Of course, since multiple ARs are more effective than one, you should notify the other land owners anyway and encourage them to file ARs.

However, when it comes to land encroachment, one is supposed to contact the encroacher prior to filing an AR. From the Knowledge Base, "When objects or trees are overlapping onto your property, the first thing you should try is to contact your neighbor and inform them that their build or tree is overhanging onto your land. Your neighbor probably doesn't realize that they've gone over the property line, and should move or remove the overhanging items." (https://support.secondlife.com/ics/support/default.asp?deptID=4417)

As to the obnoxiousness of the build, that could be ARed under the "Disturbing the Peace" category under the vague prohibition against something to "inhibit another Resident's ability to enjoy Second Life." Even though you are not guaranteed privacy in Second Life, building a skybox is one of the suggestions that Linden Lab gives to achieve privacy (https://support.secondlife.com/ics/support/KBAnswer.asp?questionID=3996). Maybe that helps the AR.

However, as to the obnoxiousness of the build, I'd think that this is the sort of thing that a Linden Lab staff person wouldn't want to be involved with. I think if you are to have any success at all, you need to bring it up with your neighbor first. Even if you don't work it out, your neighbor may something (that you log and/or screenshot) that shows your neighbor's intent to screw with you. That gives your your best possible shot at success with the AR.
