i would say they hit a button while lagging out and not admitting to an accidental orbit or they flat out targeted you..i've never heard of a shield orbiting anyone..it may bump you a foot or two but if you bump someone and you get orbited or you find yourself in the air you have been targeted that or it was a range weapon that takes so many meters of an area and orbits everyone in the range..
shields don't stop people from being targeted either..push and no push targeting weapons target names in thier range and the person gets a list of targets..
some can be set to auto and orbit i am sure but that would be asking for a quick AR and ban..
