I recommend sending your neighbors an IM, say "hey I'm putting up a fence that's decorative, not to keep you away. Hope it looks okay to you."
Neighbors love that, and you'll make a bunch of new friends.
I did that because I was putting up HUGE rocks on the edge of my property. Every neighbor wrote back that they really liked the rocks, and appreciated my letting them know.
