I've finally found the answer to this.. at some point in a previous update, the Lindens patched SL so that any script which takes over your controls is immune to No-Script areas.
The intent was that you be able to fly a vehicle through a No-Script area without it crashing horribly because it's unable to propel itself when its scripts can't run. But the actual effect has been that some gadget makers have made their gadgets take your controls, even though they aren't needed, simply in order that their gadgets can carry on working in No-Script areas.
I don't know if that applies to the specific items named in this thread, but I know it does apply to some items of this general type.

In the release notes for 1.17.0: * Fixed an issue with "Release Controls" when an object is taken and rerezed.
I think you are right, and that LL fixed one think and broke another, as usual...
