3 inches? The first snow flake seems to drive people insane. 80 gallons of water, kitty litter, bread, milk, the supermarkets end up stripped bare. The roads jam pack with people now drving 2 miles per hour as a few flakes of white stuff float around The horror is when it is super windy . . . and you later learn that it didn't really snow.

Which is different from actual snowy conditions - when the ground has say, 3 inches of snow - then people drive either faster or 2 miles an hour; it is mildly interesting drving along 2 miles an hour behind someone and looking around for a way to get out from behind that stupid lane and watch as someone zips past going 70 . . . skids, hits the curb, and flips three times).
