What is the purpose of "Whisper"?

Radius is the measure from the center to the outer edge, half the diameter. A whisper can be picked up 10 meters away from the avatar in any direction, that is, anywhere inside a sphere 20 meters across. This can be verified with a simple chat repeater script.

it is a 10 m radius sphere which would be 5m in any direction with you being in the middle of the sphere.

You're thinking of the diameter where you said radius.

5m in any direction = 5m radius
A sphere 10m across has a 10m diameter and a 5m radius.

Whisper is indeed a 10m radius sphere, but that's twice as big as what you described.

whisper is very useful for objects that talk to people, such as vendors, rent boxes, lucky chairs, others' attachments (collars and such), etc. its a polite way to avoid spamming uninvolved people.

I have sometimes wished for an internal dialog of some sort, where the device chats with the owner and only the owner. Whispers can still be heard by anyone close by. I don't suppose IM's would work for that with scripted devices.

For instance I might find it embarassing wearing an earring that patiently listens for me to command it to turn on bling, but then whispers to me that it is turning itself off after a few minutes to save on script cycles. I don't know how efficient that system is and have not gotten around to scrubbing all the scripts form the thing.

:o I stand corrected and blushing..
I have been spending too much time in my 3d program lately..
the simplest things are becoming difficult..
i actually lost a 6 hour project by rendering my image and thinking i was closing the render window when i closed blender..

Maybe switching from tea to coffee will help lol

You could use llInstantMessage(llGetOwner(), text) or [better] llOwnerSay(text) for communication from the device to the owner and replying on a specific channel for your responses (writing for example "/666command" in chat).

This is about what you want, isn't it? I use that usually to control devices who need more sophisticated control than touches or menus allow.

you could talk to a device on a channel, for example '/66reset'
ownersay will work if you own the device, but what about a rental box? or a vendor your shopping from? these are the times when whisper works well.

wish granted (like forever ago, I forget when they added llOwnerSay, but it was a long while back)
