What about inviting proposals for interesting and/or worthy things to do with the land? You could choose the "winner" and then sell the land to them at the average mainland price/sqm, or a bit less, depending on how generous you are feeling. The winner may still not be able to afford their tier, but I'd have thought they would be more likely to make sure they can if they have invested enough to put in a decent proposal in the first place.

In that case Gummo maybe take names of people you feel might do something good with it, draw a name, and set it to sale for that name only at a price you feel is fair.

I'm not in need of the L and my teir is ok. Honestly I just really don't need another bay city parcel and just thought I would be cool to find a way that someone would have an opportunity to pick it up cheap. But then again they'd probaly just flip it out. Wonder if I can just make free vendor space for new creators or something there. I'd just like to see some good come out of the parcel than just to waste away.

You could auction it on Ebay and donate the proceeds to Relay for Life or some other worthy charity.
You could rent it out dirt cheap to an up and coming content creator or to an artist for a gallery.

Few possibilities that I'm leaning towards
1. Just a nice build for others to explore.....but I don't really have the skills for that
2. A freebie place for all those over at the info hub but I think it would drive the neighbours mad
3. A co-op market for good original content creators with a vendor each and a landmark to their own store
4. Something really usefull for all the noobs on a scale of like ivory tower or script library
5. If I could track down all then builds by eric, robert, mark and other lindens and moles since the mole mart is almost totally devoid of things

Those sound like something I'd be into.

Sort of a Forum Cartel Hangout II?

Help place, hangout, etc. Maybe with a community aspect like hanging art on the walls or spotlighting a creator a month, with their items as part of the setting - furniture rezzed for example, which is also for sale. Sort of coffeehouse style.

I saw the info hub there and people were just standing around.

There is already a freebie place in the Bay City area.
