Someone building on governor owned land??

How can someone park a boat and start building on governor owned land? The lot next to us has been governor owned abandoned land a few months. And now someone has been living in a boat on it for two days, and starting to build something now?
The land still say its governor linden owned, and not for sale yet. And the boat owner has been there for 2 days building on it?

That's a squatter.
They've gotten fairly bold lately.
It's possible to rez objects in certain conditions and if the land does not have auto return set the objects will stay. Some people are making themselves quite at home on other people's land.

Could it be that he is rezzing the objects outside and then sliding them in?

You can often rez stuff in the sea. When I used the Hyannisport Infohub as my home I couldn't rez anything there. So I'd fly out to the water past the sim boundary, drop to the sea bottom and rez my boxes there.

it falls under abuse of public resourses and can be ARed, other exsamples are selling in sandboxes and laggin sims with temprezzers

When land is abandoned it keeps the last settings. Some advertisers use to use this as a way to get free ad space. Report is at others have mentioned, or drop some of you prims on it at 4000 meters until the parcel is full and no one else and build on it.

Temp rezzers are not banned. In fact there are shops that have been repeatedly given design awards that sell nothing but objects generated by temp rezzers.
A lot of estate owners don't allow you to use them, but that is different from banned.

G-Team has started returning temprezzers if they're called in because a mainland sim is laggy and they find what they consider an excessive number. Which may include "one".

I can understand using someone's land to lounge, change clothes, open a box, (AND pick it up again), and move on. But rezzing a mansion, a shop and things that mean you intend to just claim it as if it was your own, and stay indefinitely? That takes some giant brass.

The root prim of each object is probably something like a transparent cube under the ground some way away from the Governor's land.
Or possibly a Linden has given this person building rights.

He didn't say anything, just TP'd out, another time I left a block of land with build enabled only for one night and came back and found someone had put a dozen cars out for sale set out like a car yard, soe people must just go searching for other peoples land to do this on I suspect.

About the sliding stuff in - this is called object entry, and you can disable it in Edit Land.
