I was confused myself because you said, sell L$ and pay tier. You mean use their inworld earnings to pay for premium or buy privately owned land?

If basics could own land, why in the world would anybody pay to have a premium? The ability to own land is the only benefit a premium account currently has.
This is just silly considering what the current features are for premiums.

I agree with the OP. Linden labs should allow basic account holders to own some land free.
Linden labs should also provide free computers and Internet access for those who can't afford them, so that they too can access SL.
Oh, and LL should give me a pony.

This is a bit off topic, but multiverse does not seem like a worthy competitor to SL. It's a windows only system and even if that didn't let out huge numbers of people, windows is on the way out. Tying a world-girdling game to a proprietary graphics standard on a single OS like that is death. I sure wouldn't invest in such a project.

It would have to be at least the $5 a month that the *second* 512 square meters costs, no? It should probably be more, given the way each tier costs less per square meter as you own more land. But if that 512 square meters, the 512 square meters that comes free for Premium accounts, costs more than $6.00 a month, then a Basic account owning land will actually cost more than a Premium account owning the same land... and that's before you even consider the stipend!

Based on clarifications from the OP regarding the intent, I find the original post pointless, personally.
Those who bbuy their first 512 sq. m. of land are paying tier on it. It's called the $9.95 a month premium account fee. That's their tier, there are no more fees involved until and unless they choose to expand beyond 512 sq. m. of land.
So what's the problem here? Go premium and get yourself some land. Simple. Everyone can do it. If you can't pay your premium account fee because you can't or won't use one of the accepted methods of paying for it, then you will have the same problem paying your tier.
So it renders the whole concept moot. Everyone who owns land pays tier on it, no matter how large or small their estate is. Plain and simple.

Free accounts help the SL economy in the fact most free account owners need to do currency transactions to buy objects just like anyone else.. Problem is like anything free accounts can and are abused... Buying objects=money.. Now owning land.... i tend to think you should put more of an investment then a free account... but thats a separate issue..
Sorry.. free accounts should NOT be able to own land...
But the whole SL is poor thing is a farce... Im pretty much convinced SL wants to become a replacement virtual meeting service and completely do away with "game" users entirely... It be like going to a virtual conferance or mall... you can look around, shop, see things but cant do anything.... and the Adult buisnesses would all but dissapear...

You can actually own land on a free account. You can even get it cheaper then LL will offer you. I'm on a freebie account - and I currently rent (could own if I wanted) a 32,000 sqm parcel.
OK, I can't buy land from the Lindens - but hey, who cares? I can buy ot from other land lords, like Anshe Chung. Cheaper, better support, better help - and stricter covenants that are being upheld.
Only reason I'd get a pay account is if I wanted to buy entire islands and go into business as a land lord myself - and under those circumstances - what the hell kind of difference is a lousy 8 dollars?

You actually can own land with a free account, if you buy it from someone with a private sim, they can set it so you are the land's owner - meaning you get all the options as you do with a premium account. Its usually cheaper alternative.
