In this case it's both... "If hypothetically they implemented a "no third party push" land option in the future, then it would be disabled...".

The existence of the Korean Continent is proof of that. They just aren't going far enough. Anshe's new residential area is proof that you can have dramatic and pleasing topography on a smaller scale than the Atoll continent. LL needs to start breaking the continents up into chunks of no more than 20-30 sims. New Linden sims can be used to "clean up" the edges as chunks are nibbled off the continents and set afloat.
