I suspect Seamar Radiks was more interested in peoples views related to the Tragedy of the Commons.
The changes LL made for SL v1.2 would be a wonderful case study.

Before SL v1.2, there were no limits on creating prims on your own land. And some people weren't the least bit cooperative.

Each sim has a maximum number of allowable prims.

Some rezzed 500 prim furniture so they could delete them when they needed to create something. But this made it impossible for others to create things on their own land in the same sim.

This happened at my old home in Tehama. For long time, I couldn't rezz anything at all because the sim was "full." So I moved.

Version 1.2 came out shortly afterwards. Each person's prim allowance was made proportional to land owned. People complained bitterly. Wonderful homes and builds that were using more than their fair share of resources had to be cut back.

But the changes had to be made. Many were willing to consider others. But enough weren't that a voluntary prim scheme wouldn't work.

There was a lot of forum discussion during the changes for v1.2. I don't know if it's still available, but it could be a very good resource.
