Having an apartment at the Tiger Tor apartments I can tell you one reason hardly anyone is there. The entire time I was there it was a slideshow and I couldn't wait to get my own land in the 'burbs. Moving to a newer sim with far fewer builds makes for a much better SL experience hence the urban flight.
