Sensual, if it's any consolation, I applaud you for not slapping some chairs out.

One of the essential components of marking is knowing who your customers are and who you want to attract more business from. Once you have your target market defined, then you can start testing strategies to get them in the door. “Money for Nothin’” attracts a certain market segment, which may or may not be your target market. Using free money for doing nothing is a great way to attract broke newbies, but these are also the people least likely to buy a $500L outfit. If your market is premium account holders who will spend lots of money to look good, then you have to look at what attracts these people into your stores and not worry about competing with casinos.
If you are looking for that newbie market but don’t want to go the camping chair/money ball route then you have to provide something cool to do for free, a Ferris Wheel might be good example, and a store with items they can afford. There is no reason you can’t have a bargain basement store with items for $40L and under. This gives those new residents a reason to landmark your location and come back when they’ve decided they can’t live on $50L a week and they’ve upgraded to a premium account with $500L a week and money to spend on higher end goods.

Well we already do that, we have a clearnace section where items are as low as $10 for an outfit, and the past 2 holidays I have offered free holiday outfits... Our business inst a problem, we get quite a few sales daily, but I would like to see Le Cadre more sociable and looking for ways to do that with out having to pay off the guests would be nice Also we have been on the popular list for over a year, and suddenly can't seem to even get close... I know its not important to some to be on that list, but dangit, it made us feel good! LOl

From: Sensual Casanova I think Midnight Citry is a beautiful sim and a great place to relax, but it still doesnt attract many people... Thier dwell for the day is 4609 and 2 people currently there, so again, it seems even great builds and a relaxing place doesnt attract many people =/ Dunno, I rarely look at popular places or dwell (even for my own place). But whats the goal here? Dwell or sales or a piece of that pie large land owners split monthy (i forget its name)? I can go to Pixeldolls and drop 8k L$ in 15 mins or less and not help their dwell one bit.

What were you doing and where were you at on the occasions where you had enough fun or felt otherwise moved to pay the land owner? (Or at least felt bad after you left for having forgotten to look up and pay the person.)
Atlantis was my last. My first was a japanese garden I stumbled across my first day in sl. It had a "Rate me" box and I thought that's what we were supposed to do.

Anywhere from $10L to $200L.

I wasn't suggesting that people don't and was assuming that there is a core group of people who are willing to pay rather than be paid to go places. I wanted to know what other people have found to have value in line with the op's original question.
