Ummm...I actually had to ask that question because of a webmaster messing with a website I was in charge of.

The initial report is filed with the police local to the damaged party. They then contact the police local to the perpetrator. At least that's what the special computer crimes dept of the San Jose police told me.

It would be filed initially with the SFPD, in whichever precinct the LL office is in.

Was doing some prelimnary research ..guess what? Filing is only good if the attacker is in the US other wise its pretty much usless..Go figure cause what federal court is going to issue extradition papers on someone in Zookaria South Africa over an internet attack?

disclaimer Zookaria is a made up name any real place with such a name is only a coincidence.

Well, his CC company will probably kill his acct for fraud. And his credit rating will be pretty much in the toilet. Maybe this is worth it to him though? Kind of doubt it...he'll be thinking he was an idiot in a few years. Of course the really sad part is that we KNOW he's an idiot now.

If you are looking for information, whatever was filed will give you a lot. I think you meant that prosecuting is impossible if the person lives outside of the US.
