Well I'm able to make big things no problem. But is there a way to create something large then shrink it down such as a necklace? or do I have to work on it at it's tiny size?

The smallest size of a prim is 0.01x0.01x0.01m, which is still pretty big when you're building stuff like a necklace. There are tricks around that size limitation, which are detailled here: /8/da/27520/1.html . Considering you'll probably to have very fine control over the resulting size of the prims, I would recommend building it at tiny size - at least that's how I do it.

I sometimes build my tiny things sort of medium at first. The trick is to use the tiny prim tricks to get basic shape and position, but make sure you don't ratchet down any dimension to anywhere close to .01. Give it room to shrink.
