I'm guessing most of the attention will be attracted by something like the "zomg all teh landmarks are full perm!!@@2!" change.
What on earth would that be in aid of?

The whole inventory interface is getting a major rewrite. As part of that, landmarks are being turned into something closer to Web bookmarks, with separate landmark and history tab views. The parcel setting that lets landmarks be turned off is being disabled too.

Hmmm. Victoria, it sounds like they are moving the server version numbers to 1.3 (skipping 1.28 and 1.29) to indicate that this is more than a bug fix release.

Yep, someone was too chicken to go for "2.0" =)

I heard something about that, but I was hoping that was going to get abandoned. Given the number of things they've abandoned that are actually worth doing, it boggles my mind some of the things they actually complete.

Quite agreed. This sounds like the remainder of the old "NAV" project that Benjamin kicked off with some third-party development shop... gosh, certainly over a year ago. It seemed silly then, too, although if they actually bit the bullet and made some of the changes to the rest of the Inventory UI, at least it wouldn't be quite such a boondoggle as when it was hanging web browser-like "back" and "fwd" TP buttons on the UI.

In addition to Vector, a source of info about the upcoming scripting limits (and scripting in general) is Babbage, whose office hours are more Eurasia-friendly: Wednesdays at 3 a.m. The topic comes up nearly every time. Some transcripts are on http://wiki.secondlife.com/wiki/User:Babbage_Linden.
