I am of the mind that the new search does this pretty effectively, and that gaming it effectively through picks camping costs money to do, and is going to be prohibitively expensive at some point.
It would take a sim owner (or someone who can sell and subdivide their estate plot and not get in trouble with the sim owner), but here's a good experiment to try to either prove or disprove your comment:

(You need 5 "no payment info on file" anonymous alts that don't currently have their profile listed in the new search)

Parcel off 16m², 64m², 128m² and a 512m² (increasing parcel sizes in case the new search doesn't list parcels under a certain size which I don't think anyone bothered trying).

Set each parcel for sale to one of the alts so that 4 of the alts own land and are the direct land "owner". Now list all 4 parcels in Search (I'd gladly donate the L$120 it costs :)).

Have the 5th alt host an event somewhere a week from now - call it the "Let's see how easy it is to game the new search with alts" party :p.

Wait a few days until everything is indexed and take a look at the results:
* the 512m² should list in places for sure, the smaller ones may or may not and it would be good to know
* if a parcel is listed in search, check to see if it imported the alt's profile into the new search
* check to see if the alt that created an event's profile got imported

If any of the above succeeded in pulling an alt's profile into the new search, their picks will count and you can game picks at virtually no cost with no upper limit to the amount of alts you can use for it.

Jeska said it in response to your question even :).

And people say it's the Lindens who don't listen, tsk... (teasing :p).
LOL. I found it - and it *was* a reply to my question - but the whole chat moved so fast that I missed it - and it was interupted by you telling me about your idea that I hadn't challenged :) However, it's not what you said. Here's how it went...

From: someone
You: Jeska/Jack. in the wiki (search section) it states that the Places tab will be moved to the All search (Milestone 2). Is that still planned to happen?
Jeska Linden: Phil - I think you're misreading that.
Jeska Linden: It says that the tab itself will be converted to html-based landing page. (or it should)
Jeska Linden: Phil - which doesn't change anything except the page that you 'land' on (which is currently empty)
The wiki does say "moved" but that's neither here nor there. What she's saying is that a shiny new html page will be displayed when you open the tab. After that, there will be no change. The results will be what they are now and displayed as they are now.

Correct me if I'm wrong.... (and I didn't attend the meeting).... But my understanding:

-There are no plans to remove the "Places" tab.

-The status of "Traffic" being used in the Places tab, and elsewhere.... is up in Limbo.

If the above is accurate, that doesn't mean traffic wont be taken out of places. Or that it will be. The only thing we know is that the "Places" tab is staying, right?
That's about right.

Well random or by whom paid more for their classified, the cost of a classified is an easy to understand metric and would actually put some worth back into the classified system.

However I doubt they're going to abandon picks as links.

Just random. Classifieds are already listed according to who pays the most. That should absolutely NOT carry over to all search.

The problem is that many merchants want some sort of system that will protect their means of dominating searches, and exclude what they consider to be gamers.

That is precisely what is going on here. I suspect this is more about them being able to grab a larger foothold on the search system by getting rid of the ones that game it and taking their place.

Merchants want to sell more? Request a product based search field that will have a picture and description of the product and perhaps some sort of user ranking of the product with comments.
