If you were given a sim and told you could build anything you liked so long as it was something for the community, what would you build? Could you do it yourself, or would you need help? Full Sim or Homestead?
The more information the better, and feel free to build on previous answers.
Cross posted to the blogorums because I'm after as many ideas as possible.

I have SO much art in my inventory, that I"ve either purchased or been given, simply because my land is already brimming with it, on both my mainland and estate parcels. I'd do open air venues, and things, and just..............****ART*****

If I had the sim and the time to work on it, I think I'd try to build some interactive script library demonstrations and instructional info. I mean, we have The Particle Lab, and I think there's a Vehicle Lab in the works, but I'm thinking about a Texture Animation Lab, a Rotation Lab, ... maybe a Script Communications Lab... not sure what else would be useful to beginning scripters.
Either that or the "Time-Lapse Times Square" thing I mentioned a while back... although to be honest, that one needs more architectural research than I think I'd complete, as a non-New Yorker hobbyist.
I think whatever is built, it needs to be interactive. Either that, or it would need some serious, organized events to interest people. It's fun lining up pretty prims, but with as many beautiful but empty sims as there are on the grid, we know "if you build it they will come" just doesn't obtain.

Assuming I had a lot of spare time as well as a sim, I would attempt to create immersive art installations in the format of those by AM Radio or Bryn Oh. That or I would try to create a sim-wide alien world to visit - a kind of 3d Galactic Geographic diorama you can walk through and interact with. It would have lots of flora and fauna (or silicona as the case may be) and would change to a different world every six months or so. I love world building.
I would need major scripting help on either of those projects however.

I'd tell the entire grid to go fly a kite. No, not in the rude sense.
Put in a really nice place to go kite flying. Free flyable kites available, and shops to sell more advanced styles of kites. Kites of all RL varieties (and there are many types of RL kites these days) available to be purchased and flown.
Have kite festivals, including kite competitions. Judged contests where people make their own new kite designs. Have different categories for them like animal kites, best classic design, best attention to detail (such as making it appear to actually be hand-sewn for example, if the camera could zoom in that far).
As things improve and maybe we find a way to synchronize prim motion with audio (like maybe by using midi), could have kite ballet competitions.
The sky is, as they say, the limit.
I think it would be a very nice addition to the SL experience.

Since I'm not a great builder it would have to be a sandbox, like in lot of sand with boxes.
If I was then it would be the elemental plane of water, with a submarine volcano, sirens, sharks, and a big vortex that would bring your ship to a secret place.

If I had a full-use sim to create and maintain at no cost to me, "for the public good", I think I would create a marina and social area adjacent to the "Sailing sims". A place where people could rez their boats and sail off into the large open water sailing area, and then could come back and party and relax. I could easily build the whole thing.

Hell. Quite simply. I would build a scale model of hell. Or leave it blank and set it for RC enthusiasts to come fly thier planes/helicopters/spaceships and to drive thier cars on. With a max resident limit of 10 at a time.

I'm not sure what I'd build, but the first thing that popped into my head was a spiral staircase starting at ground and going up to 4096. The entire sim water, save for a small island the stairs are on. A dingy along the beach. Set up one of those fishing things and let boats be rezzed. But in front of the staircase, a scripted agent bot that's just there spamming asking people how she can buy the staircase. At the top of the stairs? A gate with a door, go through it and it TPs you down to the bottom.  Make the sim no-fly, and restrict the small plot the island and stairs are on to no rezzing or object entry or scripts.

Roadways. A place for people to drive their cars/trucks, complete with multi-levels, overpasses, and traffic lights/signs. Maybe even provide space for vehicle vendors.

So maybe you can do a specialized version. The place -- for which I doubt, strangely enough that I did keep a SLURL or LM -- was shown to me by a friend who decided -- get this!! -- that I was "too uptight," and needed to be introduced to places that would "reduce my inhibitions" (  ). She seemed to have a hard time believing that tentacular rape was just not on my personal list of turn-ons. But she felt compelled to demo a few of them herself for me anyway.

I would love to recreate the River Walk in San Antonio, Texas, complete with working river boats, Jazz music, cafe terraces, Mariachi bands, art work, and the multiple other attractions that line the river. Building a replica of the Alamo to finish it off. I think it would make wonderful sim.
