Most broadband packages in the UK offer a static IP address only.

Saying something is "worthless" because there are some hoops you can jump through to get around it, is like saying there's no point in locking your door because someone can kick it in anyway. It would deter/block *some* offenders, and some is more than none.

My sole concern is privacy, though. I want at the very least some kind of full disclosure warning and chance to cancel TP based on local resolution policies to private estate destinations.

I wasn't saying IP bans would do any good. Even range banning would still be ineffective against determined griefers, who are the type most likely to give you serious grief.
Simply that there is no need for estate owners to be given the IP addresses of everyone who comes near.

The only real way of preventing griefers is for LL to require at least a verified paypal for each account, ban griefers instead of suspending for 2 weeks and also ban the paypal/credit card from ever being linked to another account.
This would be an effective banning system, but nobody would suggest that estate owners be allowed to view these details simply to stop griefers. IP bans are not effective, estate owners should not get to see the IP info.
