I am ticked off. I have a store on mainland and right next to me is some land. the owner must not have turned on auto return and all that and somebody launched some sort of stupid prim that duplicates and lets out a screen with a picture of Bill Cosby that say you got owned.
Its not on my land however its on the same sim and causing major lag. So I goto report this... THE STUPID ABUSE REPORT SYSTEM WILL NOT LET YOU SEND IT WITHOUT GIVING THE NAME OF THE PERSON DOING IT! Well thats great cause I get the name however when searching for it, its comes back as not found.
SO THEN! I go looking for a Linden which as always, no where to be found when you need one... Kinda like the cops. I did find one online who would not answer me and just ignore me.
I SHOULD NOT HAVE TO GET A DAMN PREM ACCOUNT JUST TO STOP THIS KINDA CRAP!
It seems to me that the Lindens are now using the morons in SL as a way to force people to upgrade just to get support so that they can remove this kind of crap.
WHAT BULL! Why should I or anyone else have to pay for something that they should control in the first place? Or at least make it so I can report the damn thing without knowing the name.

I am sorry that happen to you Voodoo and its frusterating as heck. I had some one lodge house in several prims when I first moved into SL the only way I was able to get it resolved is by writing the owner the house was on. Luckily my neighbor was quite friendly and helpful, responded quickly.

How is it possible that you have a shop on the mainland and are not premium? Are you renting the shop?
If so, have you contacted your parcel's owner and asked him/her to contact the owner of the parcel next door? Have YOU contacted the owner of the parcel next door? If you can't find the owner of the objects, maybe you can contact LL about the owner of the parcel?

You should be able o get the abuse report screen to grab the name of the owner very easily. If it doesn't work from there, sometimes a right click>Edit to see the owner works better.
Understandably it can be frustrating that the system doesn't work as it ought to, but losing your cool over the issue isn't really going to help either.
Try getting a friend who does have premium status to access the suppot portal (and live chat) for you.
Since you also mention that you are on the mainland but not a premium member, it sounds like you are renting, right? Try contactng your landlord and seeing if *they* can access the suppotr portal & live chat.

Another thing you can do is set (or have your landlord set) the preference that mutes sounds that originate from other parcels. It won't keep you from having to see the garbage but at least you don't have to listen to it screaming at you.

If you run into this situation, put down 'Governor Linden' as the griefer's name. (Seriously). If I'm not mistaken, this is the Linden-reccomended way of getting around this problem.

While I do feel very sorry for the annoyance, truly I do, I have to stick my neck on the chopping block and say...
Products and services do need to be paid for in a universe that's run on commerce. There is no free lunch.
I really don't believe LL is strong arming people into buying premium accounts (I just believe they have too many people programming different parts with inconsistent results). Everyone has a choice. I'm amazed that people can use SL to the extent they can without giving LL a dime. They are providing a service and while it has its moments of extreme annoyance and we all want certain things fixed, they have overhead to pay.
If you have a widget for sale, don't you want to be paid for it so you can put food in your mouth etc.? If you provided the same widget to everyone and asked them to pay on a sliding scale, with most people taking it for free, and working you even harder, wouldn't you want to introduce some kind of a restriction so you're not run ragged?

AR is the only method I know of dealing with griefing garbage though.

Not having landowner powers in a place one is using makes things very difficult. I am sympathetic. But still... we're all bound by physics in the end.

Unless your store contains freebies, you're expecting people to pay for what you offer. On the other hand, you expect LL to give you what they offer for free.
If you don't own the land your store is on, it seems quite normal that you'd contact the actual land owner to take care of the problem. That's what you pay them your rent for.
If you own the land, but someone else is providing the tier for it, contact that person to put in the support ticket.

You do NOT need a premium account to file a Support Ticket for help for things like griefing and a host of other things..
The options are more limited for Basic (as Concierage has more than Premium), but the Support Ticket system is still there. I think the things reserved for Premiums are things like requesting a region restart, or rollback.

You get full support with a premium account, even if you don't spend another penny. (Until you get to concierge level, but that's a whole other world from the regular resident.) So to make your analogy fit, you'd have to say it's like Kmart only offering full customer service to people who buy .. anything. I know Linden-bashing is a popular sport, but I can't do it here. The OP has options even without being a premium member -- they've already been mentioned -- but I agree that people do not have a right to contribute nothing and demand the same level of service that paying customers get. (I know the OP contributes to the in-world economy by buying and selling, but that isn't revenue for LL to use to pay people to provide customer service.)
