The usual recipe is a place that attracts visitors with a mall next to it, on the same parcel, so the traffic will count for both places. The owner usually tries to get the traffic up first, either using advertisements and events (if the place is rather exclusive), or using camping chairs and ads that attract campers (if traffic matters more than exclusiveness).
Meanwhile they send out notecards with an invitation to rent vendor space, either to businesses they'd like to see in their sim (if the place is rather exclusive), or to pretty much everyone and their dog (if money matters more than exclusiveness).

I would never rent a mall spot in a mall that isn't starting to fill(semi-permement cheap prices for early adopters then as those stores bring in traffic, and as stores fill up you increase the prices of other stalls), that doesn't have a few people around(campers don't count as people, I'm actually more weary of malls that use campers fake traffic ftl), and I defiantly would not rent a spot that I needed to use search to find(freebies with landmarks, forums, another ad from some one that's renting, and lots of things that are very cheap and permanent for advertising).
other things. can people fly anywhere in the mall, without degrading the walking experience(you make quite a few more sales by people being accidental browsers, but by forcing people to walk you're going to kill customers that just want to get from a classified/LM to their spot fast). does the mall have a theme, the warehouse theme is boring and I know I'm guilty of not even glancing at these types of malls(even with an extremely targeted ad). and finally DO PEOPLE NEED TO FIND THE FRICKING DOOR TO YOUR MALL, a few times I've had to spend 15 mins looking for the door(after that time I knew I defiantly wasn't going to buy anything, finding the door was in the name of science)

I am always looking for new places to drop adds. I have discovered over all, that my vender spaces don't do as well as my main shop.....that said....I always seek out places with lots of traffic. I think your idea of sticking to a theme is a good one. As a shopper....I look for places that cater to a need, rather than a mall with a mish mash of 'stuff' that I have to sift thru to find what I want. Malls only seem to annoy me and very few are tastefully done. I think if you've got a classy look and some hooks like lucky chairs and (maybe even a freebie area) you'll slowly but surely draw them in.

Thanks all  Good pointers there, and it's nice to see people being supportive  I guess what goes around comes around in that regard. I have a camping spot but it's in Chocolat itself, just cleaning up the coffee bar and that's more thanking someone for a visual effect than traffic ... So true Scott. No camping anywhere near the Mall and it's open air  We've got a couple of confirmed renters now, plus I am making some stuff myself just to sell. I also got Apez and I'm still working out how to run that properly ...
