Am I right in understanding this to mean that new joints cannot be created, but already existing joints will continue to function? Or will all existing joints cease functioning completely?

Beat, existing joints will continue to currently work but new ones cannot be created, that is correct. I just went to Luskwood General Store in the Preview Grid to look at your windchimes, and they still swing! Further info on the topic is in a post by Andrew here.
